Meeting Notes

Minutes of the October 2, 2024 Yorktown Civic Association General Membership Meeting

On October 2, 2024, the Yorktown Civic Association held a general meeting at Yorktown High School.  Ellie Thayer, Campbell Maloney, Mehul Vora, Zach Newkirk, David Coia, Carol Herbert, Dave Gelman, Terry Costello, Scott Fisher, Frank White, James Churbuck, and Mark Loper were in attendance with Brian Young reporting the minutes.

VISION ZERO UPDATE

  • Christine Baker, a County Vision Zero employee, addressed the audience. She discussed the Vision Zero Program. This is a policy program that aspires to eliminate traffic deaths. She described engineering changes that the County has implemented to increase traffic safety. The County has studied the impact of the reduced speed limit on Yorktown and Little Falls and the engineering changes on Harrison and 26th Street to assess their effectiveness. Generally speaking, speed bumps and cameras are effective at reducing speeds. Ms. Baker intends to re-submit 26th Street and Harrison for consideration for a four-way stop.

25th PLACE SIDEWALK PROJECT

  • David Haring provided an update on the sidewalks installed in the vicinity of 25th Place. The project was brought to a vote three times and the vote has carried three times. 64% of impacted households voted to move forward with the project. However, when the vote that was adjusted by frontage was submitted, only 52% were in favor, meaning that the vote did not carry. If the project is abandoned, the YCA’s priority will go back to the beginning, meaning that other projects around Arlington will take priority. The project was voted down, but the YCA is considering alterations that may have sufficient support.

EXECUTIVE COMMITTEE SIZE

  • Zach Newkirk discussed the possibility of expanding the size of the YCA Executive Committee by two additional members. He reported that the YCA has received some good applicants for executive committee positions. Mr. Newkirk made a motion to expand the size of the executive committee members from 7 to 9 members. The motion carried.

COMMUNITY ENGAGEMENT

  • Mr. Newkirk addressed several community engagement issues, including a description of the Report a Problem Service and noise issues. He also described the process of becoming a member of the YCA and payment of dues.
